The Stimulus Package, recently signed into law by Congress and the President, has in it money that will come to Community Action Partnership of Western Nebraska. The total amounts are not yet known. As they arrive it is our desire to be completly transparent. We want to let you to  know how much money as come in, to which departments they came, and how we are spending that money.

Funds for Health Center
Community Action Partnership of Western Nebraska (CAPWN)

Community Health Centers nationally will receive two billion dollars in ARRA Funds over the next two years.  These funds are being made available to community health centers in three different opportunities. 

The first round of ARRA funding to community health centers was for the creation or retention of new jobs.  Under this award CAPWN Health Center received a total of $202,500 in April of 2009.

The second round of ARRA funding to community health centers was for construction and improvement projects.  On June 25, 2009, CAPWN Health Center received notice that their Construction and Improvement Project (CIP) proposal was accepted and they were awarded $503,505. 

Impact
CAPWN Health Center will use the CIP funds to do the following:
       -Build two new dental operatories;
       -Build two new medical exam rooms;
       -Build four new office spaces for the billing staff and the eligibility worker;
       -Buy dental equipment for the two new operatories;
       -Buy a new transport van for the Migrant Health Program;
       -Buy a microscope for ENT procedures;
       -Buy a backup generator for the clinic.

*Community Health Centers nationally will receive two billion dollars in ARRA Funds over the next two years;
The funds will be awarded in two phases:
       - Phase One - $500 million for Increased Demand for Services (IDS) funds were awarded in late March.  CAPWN Health Center was awarded $222,460.
       - Phase Two - $1.5 billion for Community Health Center infrastructure needs.  CAPWN Health Center will likely receive between $430,000 and $500,000.  

Impact
CAPWN Health Center will use the IDS funds to do the following:
       - A full time customer service representative starting April 15, 2009;
       - A temporary full time Medical Records worker from April 15, 2009 - September 30, 2009;
       - A temporary full time Migrant Health outreach worker from May 1, 2009 to September 1, 2009;
       - A full time Eligibility Worker who will start July 1, 2009
       - A full time family practice physician starting October 1, 2009;
       - Number of New Patients - CAPWN Health Center estimates that the addition of a new family practice physician, customer service representative and medical record person will add 1,000 new unduplicated patients who will receive care at PCSHC over a two year period;
       - Number of New Uninsured Patients - PCSHC estimates that 60% of the 1,000 new unduplicated patients will be uninsured.  This will result in 600 new uninsured patients. 

CAPWN Health Center can use the infrastructure funds to do the following in any combination:
       - Construction and renovation of the Health Center to increase capacity
       - Equipment to replace aging equipment and enhance services
       - Acquisition of Health Information Technology
       - Details of the size and types of projects that will be eligible for funding will be up to the federal agency of Health Resource Service Administration (HRSA) to determine.

* Weatherization ARRA Funds are a Three (3) Year Award -
* April 1, 2009 through March 31, 2012 (with all funds obligated by September 30, 2010)
* CAPWN Total Award for the 3 years is:  $1,634,710

Impact
CAPWN will weatherize roughly over 350 homes over the next 3 years with ARRA funds
This is in addition to the 65 homes per year average that CAPWN is doing with its ongoing weatherization programs that will continue during this time
       - Customers will have long term energy savings - an average of 20% savings on utility costs
       - Customers will have increased home values
       - As an economy this will help reduce our dependency on foreign oil
       - CAPWN is creating six (6) new jobs (4 new crew workers, Crew Superintendent, and Auditor/inspector)
       - CAPWN will be purchasing 5 new vehicles for the work from area dealerships
       - CAPWN will contract with local businesses for heating/air conditioning work
       - CAPWN will be purchasing necessary weatherization supplies, storage, and administrative support

Customer Eligibility
       - ARRA increases customer income eligibility -
               Example:  for one person in a home = $21,660
               Example:  for four persons in a home = $44,100
       - ARRA increases the average that can be spent per home from $3,000 to $6,500 if needed
       - ARRA rules are that programs cannot redo homes that were done since 10/31/1994
       - CAPWN can weatherize homes anywhere in the seven (7) southern counties of the Panhandle which are Scotts Bluff, Banner, Kimball, Cheyenne, Deuel, Garden, and Morrill Counties

[Northwest Community Action Partnership out of its Chadron office is receiving $1,125,274 over the three years to weatherize homes in the four (4) northern Panhandle Counties of Sioux, Box Butte, Sheridan, and Dawes plus Cherry County.]

Timeline
       - Public Hearings are being held on the state plan now - Scottsbluff had one on Tuesday, April 21, 2009
       - The state plan is submitted to the federal level no later than May 12, 2009
       - We believe grantees will be notified of availability of funds no later than July 2009
